His guns are made from the weapons of the angel of death, and can kill anything that is alive (they did fail to Cassidy, which was a mistake on the authors part he has admitted as he had not fleshed out the guns fully by then -- so it is generally accepted since the Cassidy incident wasn't retconned, that it can kill anything that is alive -- so undead are immune).
The bullets are auto-tracking, and are capable of killing a god (admittedly not on his all powerful throne at the time). So, I'd say the bullets are at least capable of killing anything alive that is not omniscient/omnipresent.
That is a very good question, I made a gauntlet before with Saint of Killers (Here's the link if anyone wants to see the thread) some people said he stops at Cthulhu while other said he stops that Anti-Monitor.
I think the strongest character that Saint of Killers can kill would be either Mr Mxyzptlk or the Spectre.
