Assuming he is written at the level he is supposed to be power set wise, rather then the joke he is always written at. He has low level super-human strength, stamina and toughness along with the armored skin and fair combat skills. So he should be a capable threat to most street levelers who should not beat him with sheer brute force but rather with skill unless they have super-human attributes themselves. So take your pick.
