@mrtrevorguy: If you're not allowing mind control it would be better if you said that instead of no telepathy. Because Poison Ivy has almost the same ablities as Mister Fear, I would go so far as to say her's are better. Fiddler too has the same abilities as Pied Piper, & Mirage to is an Illusionist.

1. There are so few solid characters with this specific setup, you're not getting anywhere near 17 quality teams.
 
2. With the limited selection available, the OP could have simply went Captain America, Batman, Nightwing, Jason Todd, Cassandra Cain, Punisher, Daredevil, Bullseye and swept.

Zealot doesn't have above 5ton strength. I choose Fantomex without his "TP". Hawke lost his healing factor,so did Backlash.

I'll change Warblade.

@mrtrevorguy: Karnak doesn't have super strength.

Also, you allowed Beast Boy but not Animal Man.
