Storm. Some heavy rain and thunderclouds full of lightning will do the trick.

Cool fight. Storm for the win. Her powerset can handle countering flame-based powers with little difficulty and can end the fight in a number of ways pretty quickly.

I think that her powers would have a hard time stopping his actual blasts that are not flame but plasma. Doesn't he absorb electromagnetic energy too so her lightning may not work well. His flight is weak so she would have to use her wind mostly to just throw him into the ground. But I couldn't say she would always win because one lucky blast and she is vapor. so Storm 6/10 or maybe 7/10.
