Unless Storm can produce more raw power than a Star & keep it focused on Ms Marvel she will lose this encounter imo.
This is a character that could just keep on spinning around Storm at light speed turning her inside out before Storm had even time to whip up a Storm lol..

She has no choice. Storm's powers work fast enough to where she was able to tag Silver Surfer and even Stardust. And they move at lightspeed. Storm's reaction time must be above the Flash and speed force.

Of course she breathes air, Captain Obvious. But the act of Storm using that tactic requires thought, and Ms. Marvel could easily blitz her before she's able to do it.
