Iceman cannot freeze Storm's molecules. In order to do that, he would have to take the heat out of her body. Not only does she control heat, but she can generate and absorb lightning into her body which is many times hotter than the surface of the sun. Everything Iceman controls, Storm controls and has demonstrated much more power. Iceman's label as an omega mutant (stupid and silly as it is) speaks only to his potential. He is nowhere near strong enough right now to take on an advasary like Storm. Then she has attacks that he cannot defend against like electricity. Storm has atomic and sub-atomic control over the elements which means she can dissipate him easily at the atomic level if not subatomic level like she did Stardust and has the will to prevent him from being able to come back together assuming he's still alive if she goes to that extreme against him.

He travels as vapor, right? Anyway, the last thing he would want to do is move his consciousness into Storm. She is much stronger willed than he is and she should be able to squash him then. Storm controls moisture too which means this could end up in a battle of the wills in which she would easily best him.
