Since they are in the Sahara Desert, the environment favors Sandman. Is this a surprise attack? Do they have any info on each other?

Wouldn't that just enable Sandman to become the millions of grains held in her shield in order to materialize inside of her nose or something?
Anyway, I think Storm would win, but her powers really aren't suited to this type of enemy - they are flashy, but kind of one-note. She'd spend her entire day using lightning to blast any bit of sand that moves suspiciously while he was constantly shifting throughout the desert. A month later, Storm would win.
obviously spite, there are at least a half dozen ways i can think of for Storm to win on the top of my head

True, I miss-spoke. I meant that it would be harder for her to use her powers to beat Sadman, while a full telekinetic or reality warper could do it in a few moments.
actually, the whirlwind armor is meant to keep the sand off her by surrounding herself in a circular wind vortex shield. that means any attack sandman dishes out will be ripped into millions of grains and send flying in different directions. no way sandman could even get near her. besides, storm could always make it rain, fly out of reach, or freeze sandman. freezing works on clayface because it stops any chemical reactions in the body. i bet it has the same reaction on sandman as well@kcaz said:

I'm not sure spite ... he is in a desert ... he could go deep under (to the dry sand) if she made it rain ... then get out of the rain ... wait for it to stop surprise attack her!!!
Not to mention ... he can become rather large in the sahara ... Storm def. has the advantage but it does take time for storm to make it rain it isn't like it is flipping a switch ... not to mention it will take her longer to make it rain considering they are in the desert she can't just move in moist air from nearby ... as there isnt any.

This has not been a problem for her in the past to rapidly create rain or coalesce the moisture in the air. She has created multiple lakes in the deserts of Africa in Black Panther and produced a near instant monsoon flash flood in the desert outback of Australia.

Storm can perhaps one shot with a lightning bolt, but with this amount of sand, she could be quite easily ambushed from multiple directions and she'd be one shot due to his strength.
Doesn't help that current Flint is just a blob of sand that would be very well hidden here, he starts making clones and she's done
@kasya_carey: Storm doesn’t win very many battles. She’s a slow glass cannon and all you need to beat her is to be able to withstand/avoid her number one commonly used in character attack. Sandman can’t. He’s been fodderized and turned into glass by electricity before.
