Yes. Steel could win this if he goes all out from the jump. Due to the fact that he was one of the team of scientists who rebuilt his android body and the fact that his new android body is full of Steel's Psudocyte Technology that is the source of RT's healing factor. Steel could potentially shut them down and institute a temporary shut down (which I think would fit the win conditions). But he better do it quick though, because unleashed, Red Tornado is a full-blown Wind Elemental and could prove to be too much to handle.
It very well might be. At the beginning. But if Steel doesn't get ahead of this from the get-go, he will be overwhelmed by the Tornado Tyrant (RT's true form). There's no happy ending for Steel against that thing except by possibly BFR'ing him to the White Zone or maybe even the Phantom Zone. Unfortunately due to the OP, while that would get him out of the hot seat, it wouldn't be a victory due to the win conditions.
