Two breakout characters from the 90s duke it out in a battle of sparks and shocks. For this battle Jubilee will not be a vampire(lame) and will have her mutant powers. Static gets feats from per and new 52. He has far less appearances so it should be roughly even.

I also think Static would win. He has been more impressive in over all combat and has a defense to Jubilee's powers.

I think Jubilee is a bit underrated because she was often clumsy or afraid to really let loose. She has some pretty damn legit feats when she did though.

Static shock ftw-he has static cling, electric shocks and mild electric force fields. Jubilee shoots mini firecrackers from her hands. Nuff said.
