Static can shoot larger amounts of lightning than Azula, and can channel Azula's lighning. He can shield from Azula's fire, he is faster than her, and has better reaction time. He has more power stored inside of him than she does, and with no morals would fry her..............

@unrealgamer38: even without flight, static would win, her lightning will do nothing to him, and he can create forcefields to block her fire, she IS a better martial artist in my opinion, but getting within 20 feet of static would be suicide, i honestly can't think of a way she can win, however ,a fully realized Avatar Aang might stand a better chance against Static
