Static is instantly out. Doom also out because of the environment.

Not true. As much as I like Static (hence the user name), he doesn't possess the level of control or power that Magneto possesses. Going based off the comics and the TV show, Static's level of control over magnetism is inferior to Magneto's. Take my word for this. I could show you the things that Mageto has done through magnetism, and Static doesn't have anything to compete with him.

Magneto can control metal on a sub-atomic level and can take down an Asteroid from 300 miles distance.... yeah go static.... NOT

It won't work. Magneto has control over electricity due to his magnetic powers, and since his reaction time is 14.5x greater than normal humans, he would react fast enough to absorb it or attack before Static could think to attack. As for using the power on Doom, he may have a resistance to electricity. Not only that, Doom has magical abilities, and Static doesn't have a defense against that. He'll lose the battle before it even starts.
