This depends entirely on what gear Star Lord is currently packing. I read a fair bit of Guardians' new series and I remember him displaying energy blasts from his element gun, and this shockwave blast. And flight. If that's more or less what his gear still extends to, I'll back Ninjak. He routinely avoids such attacks pretty casually and should be able to close the distance eventually.
Original Poster did not state how close they start, so I assume they start close, and if that is the case, I do not think Ninjak will hesitate to decapitate Quill at the start.
