Tier lists say Spiral.

Juggernaut easily, he went toe to toe with world war hulk and and the only reason the hulk won is because he BFR him. If the fight continued it would've been one epic battle and juggernaught probably would have won. Spiral is pretty awesome and a formiddable fighter but juggernaut stomps on her and rips her arms out lol

Well how far apart do they start?  Spiral may have some nasty spells up her sleeves if she has enough time to get them off (that is, if she currently can still use magic, and still has to do her dance routines to get them casted...it's been a while since I've seen Spiral...lol)

Well current Juggs is in a weakened state because so she might have a chance now if this was classic Cain he'd rip her apart

How weak is weakened Juggernaut? Does he no longer have his momentum or invulnerability?

Everyone's saying Juggs would win, but I don't see how he'd land a hit on her.

Spiral stomps this.  The only way she loses is if it's to the death.  Since that's not stated by the OP, she wins easily via BFR.  Juggs can't get near her.

she's still not smarter than dr. doom. and her powers (magically) are not even close to dr. doom let alone dr. strange. no one can remove juggernaut's powers but cyttorak. the crimson cosmos infinity feeds juggernaut. spiral doesn't have infinite magic and powers. "
