I will give it to vixen. She has much more versatility. Surely she could give herself webbing by channelling a spider. She has gained a laser from channelling an Angler fish once right? I don't know the validity of that claim. But still she can take it. She held her own against pre crisis superman and that is no easy feat. Anything Spidey does to her won't be comparable to things Supes can do. She has telepathy too from Grodd so I don't see spider taking it.
Not to mention she has access to both mythological and extra-terrestrial animals as well. Dragons? The Hydra and/or the Phoenix of legend? Krypto, anyone? She wins this like it was a sparring session.
I know this is old but what you said needs corrected.
First of all she can and has taken a were-form. She also is able to summon pure energy that she makes weapons of and force fields.
She has gone beyond summoning animal powers and has summoned powers of members of the justice league proving she can channel other superhumans powers.
Lastly, Vixen has used Gorilla Grodds abilities she can channel him like any other animal.
Vixen is a powerhouse and the current one that can no longer copy animal powers now has the powers of the justice league as she can now summon the powers of metahumans and aliens.

Not only can Vixen mimick Gorilla Grodd's powers, she damn near killed him with his own abilities. When they first fought, she copied his abilities but his unstable mind plus telepathy drove her mad, to the point she put him through a wall and he had to run in fear.
At most I'll say she high mid-tier if written correctly.
If she can combine the powers of Kyrpto and Grodd, along with her shape-shifting abilities she would pretty much be a weaker version of Martian Manhunter.
@weaponmaster: She said "added", though, which means she combined the speed of a falcon with the weight of the triceratops. "...and an ADDED 9,000 pounds of weight..." She was using one animal at first and then ADDED to it with another animal. There's more than one way to convey a combination other than saying "and."
