That's thanks to his costume having a vibranium mesh, and I'm fairly certain Wonder Man was less than 100 tons at the time. Regardless, while Spider-Man might not be as strong or durable as Wonder Man, he's significantly more agile and we shouldn't overlook a big factor he has--webbing. Wonder Man was left to trying to duke it out with Splice---who was more skilled and could use that against him. I don't think the same would apply here. And IMHO Splice needs the durability edge, because I can imagine Parker landing a lot of strikes.
Does Splice have any legitimate superpowers, or do his strength and durability feats come from the vibranium mesh and exoskeleton?
Anyway, I'm tempted to give this fight to Splice. In his fights with Wonder Man, he really seemed to be good at what he does. When fighting guys like him, Spider-Man has a habit of losing their first encounter, but then learning from it and beating him from then on.
...I have no idea who Splice is or what he can do - therefore, I cannot say anything about who wins.

Okay but on a serious note, I think Splice's strategic use of explosives and blades will make Spider-Man have to work for it. Splice also has that armor. I think Spider-Man will have to incapacitate to beat Splice. Maybe web him up in a similar way to how he did Wolverine. So Splice cannot cut his way out of the webbing.
I can see either taking it. Splice's armor and variety of weapons (and in character, his method of trying each against his target) are huge edges. And while Parker doesn't have the strength to one-shot him or take him out swiftly, his spider-sense, speed, and agility will likely make him an extremely difficult target. Then, like you said, there's the webbing. So it's a matter of could Splice get one of his projectiles to tag Spider-Man...or will Spider-Man essentially smack him around and web him up until he's defeated.
