@morganfreeman: I was wondering if perhaps Booker had above-average reaction speed and marksmanship skill, but evidently if he does it's still not enough to match Spidey.
Never actually got around to playing that game unfortunately...

@reaperonyx: That's probably Booker's best chance, if he can unleash it before Spider-Man closes the gap. Spider-Man can also create "shields" out of his webbing, but I'm not sure if they would provide adequate enough protection.
@morganfreeman: I'd probably play Bioshock before I did TLOU. That one's not quite for me actually.
@shroudofsorrow: Return to Sender also makes Spidey's webs useless. That vigor could absorb a rocket explosion from what I've down in the game.

Dodge them until they retreat, bury them in webbing, punch them all... he could even just let them peck at him for a little bit since they only last for a few seconds. They are more of a harassing attack to regular humans so they wouldn't do too much to Spidey.
The real issue is Spidey is just out of Booker's league physically. Much stronger, much quicker, tougher, more intelligent, more resourceful, less dependent on weapons, etc. Booker also has limits. He can only toss out a few vigors before needing to find salt to refuel.
