I disagree. Thats EXACTLY, the type of feats people use for reaction speed. In my opinion comics dont distinguish it almost at all beyond maybe saying someone ONLY travels at a certain speed.
They show what they show for each character and WE distinguish. I really think a lot of it is unintentional. Like they dont realize people are ineffectual if you never show them doing some bullet timing+, I really feel alot of the time they just forget to give them those feats. And then we have to go through , and see who travels fast, who moves limbs fast, and who reacts fast.
But , aside from feats, thor is said many times to be at least Olympic+ so we know at least that. He has kept up with bullet timers, so he is there at least. And I dont know of many other feats besides reacting at high speed with ego, but thats not bad. Hulk actually might edge it out.
