Apparently it doesn't work on Deadpool, because he's insane, or some nonsense. And yes, Spawn wears a symbiote. The eye thing is kind of dumb, I would have assumed because it's like...a secondary lifeform on the person, that prevents him from affecting the host. Something that would have actually made sense.
There has been a lot of PIS involved with Penance Stare, considering it's a stupidly overpowered ability.
