23rd Yamcha gave more of a fight to Kami (albeit he was in a different body) than goku after beating King Piccolo. Also roshi stated in that very tournament that Yamcha had already surpassed him. I think he's a legit challenge for old Son Gohan.

At the 22nd Budokai, Yamcha and Krillin were both already confident they could defeat Goku, and they saw what he was capable of at Baba's place. Even assuming Gohan wasn't aiming to defeat Goku but just play with him, Yamcha had another three years of training on top of that afterwards, and as mentioned gave Kami a better fight than Goku did after beating Piccolo. Yamcha has this in the bag.

People two years ago had to be joking. If Goku could blow Drum's brains out with a kick, Yamcha will turn Gohan into dust. This is such a wide gap. Yamcha gave Tenshinhan one of the most exciting fights in the series at the 22nd Budokai, and you can argue exactly how much Tenshinhan was holding back, but if Tenshinhan was equal to that current Goku, then Yamcha obviously put up a much better fight than Goku from three years prior could have! And Gohan said he was no match for that Goku if they fought seriously.
