While Grundy is definitely not something to joke around about, I have to go with Despero on this one. Grundy is a brute, and a great one at that, but his abilities don't go beyond that, while Despero has much more up his sleeve and arguably more brute power behind him anyway.
Don't know if that'd matter but wasn't Grundy mind controlled by Grodd?
He was, but the strongest version of Grundy was chaos Grundy...who had no mind to control. Almost totally (if not completely and totally) immune to physical and magical damage, and very likely not affected by mind control. Speed is Despero's edge, and even then, not sure what it would do for him as 1,000 blows a second against a physical immune monster that put the league down like a spent cigarette are 1000 wasted blows.
