But considering the specified gear the OP gave, Bucky should win the majority, 6/10 IMHO, considering his bionic arm would give him the edge.
I'll still support Solid Snake over Bucky until the cows come home. In terms of training they're relatively even, both had an assortment of masters and both were members of several elite organizations. It's in experience that I think David takes the advantage. He's just seen a lot more and done a lot more on his missions than Winter Soldier has, which is saying a lot considering how crazy the Marvel Universe can get, but Bucky isn't Captain America. Just being part of the Marvel Universe doesn't warrant experience against everything the Marvel Universe has to offer if the character hasn't actually encountered everything. Not saying Bucky couldn't hold his own with the high-tiers of Marvel, especially if his current escapades are any indication, but Snake's career is actually hunting down Metal Gears. For a street leveler, you don't get much more elite than that. Hell, there are plenty mid-tiers who wouldn't last five minutes one-on-one with REX or RAY (the Cyborg Ninja anyone? 500 ton strength and mach speeds but still got destroyed quickly?), so it says a lot about Snake's capabilities that he can fight them almost on a regular basis, often with limited supplies and often in a wide open area with little cover, and still always win. Whether or not Winter Soldier could destroy a Metal Gear is a debate in of itself, let alone the man known for taking them down.
When was the last time Bucky was trapped in a tight room and forced to battle a psychic strong enough to burn down villages and create natural disasters with his mind in one-on-one combat? Did he also have to protect his mind controlled love interest from shooting herself OR him in the head at the same time? I don't recall any immortal vampires who can run at supersonic speeds in Winter Soldier's rogues gallery, nor the issue number where a shaman giant with mystical powers chased him around in a big freezer with a minigun. Now I'm not lowballing Bucky, obviously he has faced some more than formidable opponents in the past who would each give Solid Snake a run for his money, but my point in all this is that Solid Snake's abilities, given the types of missions he regularly undertakes, solo sneaking missions with no equipment against armies of genetically/technologically enhanced super soldiers in foreign territory, sometimes while stuck in the body of George freakin' Burns to boot, and with a squad of elite superhumans tracking him and ready to ambush him at any given moment, be it FOXHOUND, Dead Cell, or the B&Bs, he's proven himself to be a simply overall more capable, competent warrior. In David's whole life, which is longer than Bucky's, and all the battles he's partaken in, I believe he's only lost a total of three fights. One was against the aforementioned immortal vampire, though Snake was ambushed and had his arm opened up by a knife before he could react, and later he managed to even the score. The next was against an invincible witch with an impenetrable forcefield surrounding her that made her literally undefeatable, and the final was against his father's former rival who was more experienced than Snake and knew all of his moves better than he himself knew them, and again Snake turned the tables in the end. Looking at Bucky, he's not packing anything all that foreign to Snake. The single cyborg arm makes him look like a wannabe Frank Jaeger, and his natural physical abilities wouldn't impress Liquid Snake. Ocelot takes him down in a test of marksmanship every time, and even Raiden would give him a run for his money in a game of hide n' seek. And these are all people Snake has proven himself superior to.
In terms of accuracy, they're relatively even. Winter Soldier might be more precise, shooting down the barrel of another gun plus his feat against Crossbones both come to mind, whereas Snake has better reflexes and is able to shoot down speedsters and aircrafts. Considering they're both bullet timers, this gives Snake the advantage as he's already proven himself capable of tagging characters faster than Bucky even when getting shot back, whereas Bucky doesn't have much experience tagging characters as skilled and quick as himself. Someone might bring up Bucky shooting down Hawkeye's arrows as a reflex feat, but Snake is able to shoot down incoming missiles before they can reach him. That's a BIG difference in speed. Coupled with the fact that Snake actually has extensive experience in gunfights and battling skilled marksman one-on-one whereas Bucky to my knowledge cannot claim the same, and it should be clear who has the advantage.
Snake also has better gear, although Bucky's arm has more than a few nifty features, Snake has some form of counter for each of them in his arsenal plus a whole bunch more, especially when it comes to stealth.
