Monarch wins in a good fight with Sodam Yat as ION
Monarch's Energy Manipulation is superior to ION in this case... in terms of physical strength I think Monarch may also be superior in that area as well... but slightly.

Monarch was one shotting Superman and fighting an army of them, i think this is very one sided.

Monarch murderstomps. Was SY Ion when he fought SBP? Can't remember...but Monarch > SBP > SY, so there's your chain of logic for you.

Sodam Yat never reached his full potential.

In his fight with Superboy-Prime he had never ever been under a yellow sun and didn't understand those powers. He had just became a Green Lantern and was still in training to use his lantern ring. Then he got the Ion power which Kyle Rayner confirmed does not work exactly like a green lantern ring and is more complex in order to use its power in full potential.

The Sodam Yat that appeared in the legion is a alternative reality version and I wouldn't count those feats.

That being said, Monarch should win this because Sodam is so inexperienced. But if Sodam Yat had more experience with his powers it could potentially be a good fight. Too bad we will never know.
