@Alice_Summers: Master Chief should be able to just shoot Oliver outright, but if Oliver closes the distance, Chief will be fine.
Basically, my strategy is that Master Chief is stronger, faster, more durable, etc. etc. than Green Arrow is.
In the novel, Fall of Reach, it is mentioned that Spartans can run up to 55 kph, and lift three times their body weight (290 lb. for Master Chief, due to alterations made to his body and bones)
“Your Spartans can run at bursts of up to fifty-five KPH,” he explained. “Kelly can run a little faster, Ithink. They will only get quicker as they adjust to the ‘alterations’ we’ve made to their bodies. They canlift three times their body weight—which, I might add, is almost double the norm due to their increasedmuscle density. And they can virtually see in the dark.”
Oliver's lightsaber is effectively useless if it can't actually hit Chief, and he's been shown to be able to dodge hand held weapons. At the age of 14, he was able to kill four ODSTs with his bare fists.
He went to the boxing ring, slipped through the ropes, and stood there waiting.This was starting to make sense. It was a mission. John had received orders from a superior officer, andthe four men were now targets.The big ODST pushed through the ropes and the others gathered to watch. “I’m going to rip you topieces, meat,” he grunted through clenched teeth.John sprang off his back foot and launched his entire weight behind his first strike. His fist smashed intothe man’s wide chin. John’s left hand followed and impacted on the soldier’s jaw.The man’s hands came up; John stepped in, pinned one of the man’s arms to his chest, and followedthrough with a hook to his floating ribs. Okay, here is a more detailed reason on why I think Oliver can win especially on the first encounter (Note this is my first long debate)
Now it's true that Chief surpasses Oliver in nearly every way, but he has some disadvantages I'd like to mention
1.O.D.S.T. armor, while it's strong it can't be compared to Durasteel
Lightsabers cut through most variants of Durasteel with ease (not all types with ease) durasteel is used in the hull of space ships and are incredibly strong even thin layers, while O.D.S.T. armor yet again is good it can not tank a hit from a light saber as Covenant weapons are capable of damaging their armor with very few hits the plasma heat from a light saber is much more than the standard fire arms low tier covenant units use, however I find it reasonable that it may be able to take a glancing blow
2.Weapons, Yes Chief is a master of all weapons (But so is Oliver) however I have to give him a disadvantage with the bow, while he was trained since 4 by the UNSC I sincerely doubt he was trained how to use a bow
why you ask?
well I have multiple good reasons which I don't mind if you can disprove them.
1.I've never seen him or even heard him mention using a bow in the Halo series and books.
2.Bow's are out dated, Halo takes place in the year 2531 centuries far from the current DC verse
3.Bows are ineffective, Why would the UNSC train Spartans in using a bow in arrow? surely if they did it would be just for exercises, arrows would not be able to penetrate the energy shields of covenant forces and not even be able to keep up the fire rate of covenant weapons and would be only useful one on one...so it would be a waste of time to teach them how to use it properly
4.Too strong, if were talking about your regular bow and quiver of arrows Chief can theoretically damage is weapon by using to much effort to pull the bow back with the string and snap it, remember this guy has had problems controlling his strength.
5.Olivers suit is bullet proof & arrows are slow, yes Oliver's suit currently is bullet proof and even though master chief is fast and strong these are regular arrows Olivers suit should be able to tank every hit regardless of chief strength on pulling the bow (Unless it's like a 100 ton arrow punch XD) the arrow heads would probably get in due to chief's luck but definitely not be kill shots, not to mention Oliver can either tanks the arrows or avoid them

Chief can figure out how to use a bow but like most people it won't be that easy, it would take him at least a few seconds to load in the arrow properly (Unless their is prior evidence of him using it recently I'm just assuming he'll figure it out quickly thanks to being pretty smart) while he could learn how to use a bow during combat it won't be as smooth and casual as being experienced in using one like Oliver.
now it really comes down to chief blitzing Oliver before he activates his light saber 50/50 chance of any one winning here, Master Chief at first and in character would try to keep his distance and use his weapon BEFORE going straight h2h however he will have to go h2h after his weapon proves to be obsolete, while Chief is planning on how to engage Oliver..Oliver would figure out how to activate and use the light saber (Your average street thug in the citadel learned how to use one moments after stealing it from a padawan) now the lightsaber beam is usually around three feet long which will prove to be troublesome to chief if he tries to go in anyway all Oliver needs to do is get in a good hit and chief is down for the count but it can also go the other way..Oliver has the advantage in the environment due to the battle ground not being so wide so chief would have no choice but to run straight and blitz him however if he does this Oliver can have him impaled or sliced in half with the light saber.
(I'm going to edit some spelling and grammar errors later)
P.S: Master Chief has been able to doge gun fire and plasma bolts in his suit yes and still has immense speed with out it, but people forget that he needs space to avoid, the environment is not wide enough for him to avoid a three foot long light saber.
@Alice_Summers: Keep in mind that even though Master Chief doesn't use Bow & Arrows, he still studied the Ancient Spartans, who did use Bow & Arrows, so he will know basic knowledge about Bows & Arrows.
@ImmortalOne: Also, Green Arrow is a master of long-range weapons, preferably Bows & Arrows, so he is probably accustomed to dodging them. He is at a physical disadvantage though (probably not by too much).

Alice is at a severe disadvantage here right from the get-go. I'll give it to her(?) for doing better then I expected, and actually convincing me Oliver has a chance of winning with that lightsaber.
@YourNeighborhoodComicGeek: well to be fair Master Chief probably hasn't had time to refresh on the study of bows in a long time,after all refreshes are necessary to make sure your skills do not get rusty and chief probably hasn't had any through the courses of reach to Halo 4.
