since Ra's al ghul vs red skull has been done ,lets see their baby girls battle it out 
Round 1:random encounter ,talia has a sword and sin has two regular knives ,fight in an empty arena 
Round 2:both get 1 month prep.

Well i personally think talia wins cause she beat scandal savage,stalemated black canary and took on armed assasins who ambushed her when she was sleeping and she also smashed the doors of her house with her bare hands and feet in the process. 
The second round i think will be better debatable in i think about a year ,talia and sin will play the role of big baddies later on in cap america and batman INC

As for the ladies I don't really know enough to say.  
 
But the Hydra>>League of Assasins comment is laughable. 
 
Edit: To clarify my statement I meant that as in terms of producing & training great fighters.

Talia, I believe she has the superior skill.As entropy mentioned beating scandel, salemating canary,  and the mercenarys.  And beating multiple memebers of the league of assasians to rescue Damian during the resurrection of Ras al Ghul.
