movie surfer is underestimated here because his movie is disliked, but he was very OP in it.

the PIS weakness was only done because two of the smartest men in the world barely figured it out, because they survived the initial encounter.

Even though the movie Silver Surfer was nerfed big time... his power skills still too much for Ultron..

He can change Ultron's body molecularly... instantly.

Silver surfer's too fast for ultron, human torch barely caught SS. Movie SS beats Movie Galactus, movie Galactus > movie Ultron therefore movie SS > movie Ultron :)

Silver Surfers only real good feats are phasing through objects and super speed. Other than that, his offensive abilities didn't seem over that powerful.
