Silver Surfer has a limit to the enrgy he can access and project.
Monarch does not appear to have a limit.

Monarch has proven capable of engaging in physical combat with Superboy Prime and effectively has hugely upgraded Capt Atom powers.

This means that he has unlimited ability to absorb energy (as he channels it in to the Quantum field - a dimension filled with pure energy) and almost immeasureable ability to manipulate it.
His biggest energy release (but we still don't know if it killed him) vapourised an entire galaxy / dimension. That is power on a scale that the Surfer cannot duplicate (even Galactus cannot duplicate it).
Monarch has a similar control over matter as he does energy as he can free up the energy contained in matter and thus control it / destroy it.
Monarch's strength can be increased by power from the Quantum field and thus may also be almost unlimited.

Yes, but he seemed to lack the full scope / control he displayed as Monarch.

Before, getting hit by and absorbing huige energy releases would bump him through the time stream but this did not happen in Countdown - hence better control.

Monarch could only win if he could manipulate the power cosmic. His energies wouldn't do much against the Surfer, he's faced greater.

he and Surfer are too similar, and though Monarch has much more raw power, it's not farfetched to say Surfer could absorb a good amount of it to use against him.

now, i don't think Surfer could beat him at all, but he'd pull out a good fight.

I don't think the Surfer can absorb enough energy to destroy the universe. Plus, Monarch is far stronger.

he drained Blackbody AND the Uni-Lord, who had enough energy to destroy his universe. he also channeled The Crunch, and matched Thanos' power output while he was injured. i don't see Monarch overloading Surfer any time soon.

Monarch is too powerful for the Surfer to overcome. Surfer can take consolation that he won't get one-shotted like all those versions of Superman.

I know this is a really old thread but I was wondering does Surfer have a limit to the power he can access? because I'v seen some people say he does and some say he doesn't
