I think SS has beaten TFO at one point. I may be wrong though
I'll cast my vote for Monarch, as he defeated three GL's without taking a scratch and he also defeated Supermen.

Monarch took on three Supermen. Superman alone would probably do the Surfer in, so I'd give it to Monarch by means of him dominating the multiverse.

Intangibility. The Surfer has complete control over his molecular structure, and as such, he can phase through Superman's attacks, and become untouchable to his only way of inflicting harm to him.
There are other ways, too. These are just from the top of my head. If the Surfer wants Kal-El down, down he will go.

this is a tought battle and difficult to make a call since the fallen one only had a single showing and it was a defeat, surfer has dealt with the like of brb quite easily since his upgrade, we truly don't know the max potential of the fallen one but if his true form and ability is what he showed when he battled thanos then monarch should win here, it would be a decent battle no matter what since the surfer also brings vast range of abilities and powers in any battle
