Well, aside from me being incredibly wrong about SS and TFO... lol Monarch took on three Supermen. Superman alone would probably do the Surfer in, so I'd give it to Monarch by means of him dominating the multiverse.

Cosmic awareness, enabling him to instantly recognise potential weak spots in opponents, and drop Superman with concentrated blasts of red radiation, effectively weakening him to the point he cannot defend himself.
Repeated power cosmic storms, capable of destroying planets.
Astral plane attack, shuttering Kal-El's spirit.
Yellow sun radiation absorption, the easiest, and more simple way; it depowers Superman and supercharges the Surfer, all in one move.
Matter manipulation. Despite Superman being resistant to transmutation, the Surfer is capable of affecting matter (organic, and inorganic) in a global scale. Far more difficult than transmuting a single individual, despite the density of his structure.
Intangibility. The Surfer has complete control over his molecular structure, and as such, he can phase through Superman's attacks, and become untouchable to his only way of inflicting harm to him.
There are other ways, too. These are just from the top of my head. If the Surfer wants Kal-El down, down he will go.

We gotcha bro. I went and looked through some old threads and you seem to know SS pretty well. Cosmic Spiral said the same thing. Looking through the threads, you're right, SS would take him. But could he take three Supermen?

I'm not even arguing Surfer can take Monarch. Just that he can defeat Kal-El.

this is a tought battle and difficult to make a call since the fallen one only had a single showing and it was a defeat, surfer has dealt with the like of brb quite easily since his upgrade, we truly don't know the max potential of the fallen one but if his true form and ability is what he showed when he battled thanos then monarch should win here, it would be a decent battle no matter what since the surfer also brings vast range of abilities and powers in any battle
