I think SS has beaten TFO at one point. I may be wrong though 
 
I'll cast my vote for Monarch, as he defeated three GL's without taking a scratch and he also defeated Supermen.

@jacobyLIVE: i would not count SS and FO out just that easy, i mean together they pose a threat that i doubt monarch has faced to often (aside from the LAME monitors that should not even have that title)

Well, aside from me being incredibly wrong about SS and TFO... lol 
Monarch took on three Supermen. Superman alone would probably do the Surfer in, so I'd give it to Monarch by means of him dominating the multiverse.

Ehh, this morning I would've shared your belief. But a fellow viner showed me some of Supermans more impressive feats and I'd have to give a battle between Supes and SS to the former. But this isn't about that. Anyways, back on topic...

We gotcha bro. I went and looked through some old threads and you seem to know SS pretty well. Cosmic Spiral said the same thing. Looking through the threads, you're right, SS would take him. But could he take three Supermen?

I'm not even arguing Surfer can take Monarch. Just that he can defeat Kal-El.

this is a tought battle and difficult to make a call since the fallen one only had a single showing and it was a defeat, surfer has dealt with the like of brb quite easily since his upgrade, we truly don't know the max potential of the fallen one but if his true form and ability is what he showed when he battled thanos then monarch should win here, it would be a decent battle no matter what since the surfer also brings vast range of abilities and powers in any battle
