I'm leaning towards SA supes, unless SCW Anti-Monitor can outdo his best durability feats, such as not even noticing supernova or black holes, and even at one point surviving the big bang. SA supes is too powerful.

Silver Age Superman wins due to outclassing AM in every stat except energy projection.

Remember, Silver Age Superman is not the same as Earth-Two Superman. Silver Age Superman is Superman as he was written in the Silver Age.

Silver Age Superman has powers and advantages as needed - as created by the writers - to prevent him from losing to bad people. He would use Super-Hypnotism to convince the Anti-Monitor that he should undo all the damage he had done, or Super-Intelligence to quickly construct a cage that the Anti-Monitor could not escape, or it would turn out that the Anti-Monitor had a love of dogs and Krypto would convince him to reform his ways.

There is really no way a villain can beat Silver Age Superman, by definition of Silver Age Superman.

SCW Anti-Monitor survived a galaxy-buster, and killed a Guardian with ease.

Silver Age Supes was very powerful, but he wouldn't single-handedly stop the Sinestro Corps. War. Superboy-Prime, who is significantly below SA but not too much, only went through AM after AM was attacked by several Guardians, and tanked War World, where most of his armor was destroyed.

I'd say SCW Anti-Monitor would win, especially since OP mentioned "No PIS" meaning no Anti-Anti-Monitor heat vision!
