I've only seen one example of a GL "beating" a Flash and it was when John Stewart was obviously given a power boost, seeing as he was able to beat Flash, Superman and Wonder Woman all at the same time with ease. That's not normal GL power level.
Every other GL vs Flash fight has ended in a draw or with the Flash winning, even when it's a high level GL (like Hal Jordan or Kyle Raynor) against a low level Flash (like Impulse or rookie Professor Zoom or drugged up Barry Allen or Wally Kid Flash).
That's Hal and Barry, who are best friends. Wally respected Hal when he was Kid Flash and Hal was GL, then detested him because of Zero Hour, then begrudgingly accepted him back after GL Rebirth. They're not really friends -- Hal was a mentor to Wally when he was a kid and a distant ally when Wally was an adult.
