Ahhh I was hoping this would be classic Jazz... sadly movie Jazz is inferior to class 'Scatman Crothers' Jazz, so I call toss up.

Bump. Sideswipe wins. He was trained by Ironhide, has more experience against different types of Decepticons and has participated in more battles with them. Additionally, he's at least as fast and agile, if not more so, and has demonstrated more destructive and effective firepower in combat and seems to have showcased better durability.

If this is movie versions than probably Sideswipe.

Jazz danced around and did a few fancy moves against Decepticons, but he was literally ripped in half by Megatron.

Sideswipe pulled a steezy move on a Decepticon, slicing him right half.

Basically if they fought, the car Sideswipe sliced in half would be jazz instead.
