Shredder vs. Captain America

What weapons does shreeder have.

None. Both are fighting without weapons. I put it in the OP.

He does. He tanks explosions from krang and managed to beat him handily.

There are many better than Cap, and he is a good fighter. But shredder is a good match for him nonetheless. I would debate with you but that would hinder other people from coming to this thread.

Cap wins this. He's taught a good deal of DC combatants personally, including Spider-Man. Besides, Shredder may be a master, but he's not a peak-human master.
