Bucky's firearms and metal arm tilt the tide in his favour too much IMO. Plus he's almost as skilled as Shredder is. Maybe Shredder would have a chance in a H2H battle but as long as Bucky has weapons, he stands the better chance of winning with fighting skill and marksmanship under his belt.

Straight hand to hand, Shredder out classes Bucky. Hell I'd argue Shredder is faster than Bucky too. However with his arm and standard weapons I think Bucky takes a narrow 5.5-6/10 in a bloody, hard fought battle against the Master of the Foot.
