I know Shocker's been given upgrades since his early days, also meaning that since the suit is nigh physical-resistant, but Scorpion is and has always been a teleporter, and Shocker wouldn't be able to blast what he can't catch. Scorpion also has what seems to be a developing pyrokinesis, which he could use to try and fry the suit. I would give the majority to Scorpion.
