Shiva's taken out physically superior people before and Cap doesn't have his shield. Shiva's move reading combined with her much better h2h, I'd say she wins a solid majority.

Even if you think she wins a solid majority it wouldn't be a stomp. Steve has held his own with several top tier fighters. Yes she's beaten people with better physicals but that doesn't change the fact his physicals are still an advantage. Steve has also defeated people with better physicals, he is both skilled and tactical. Unless you have an example of shiva beating someone with basically identical stats to Steve (someone like deathstroke basically) than that isn't a strong argument for her.

I'd give Steve a slight majority.

Yes. When Cass lost her body reading she actually went to Shiva to be retrained how to read body language by her.
