Any particular version?

Shinnok used to be an Elder God but is now a Fallen Elder God, Raiden has dealt with him...but he's powerful I think Shinnok edges out GR here...

This is a very bad mismatch

Shinnok is a fallen elder god he is way more powerful than primary gods
Shinnok will slaughter Ghost Rider

yes I know who Shinnok is... I also know who Ghost Rider is... and his history or beating foes such as Satan... as well as defeating Angels and powerful Mystical enemies as well... GR wont be a walk in the park for Shinnok... not at all

Shinnok is powerful(one of the more in MK) but Raiden has defeated him also...but not easily.

if raiden beat him so can ghostrider but not easy

Shinnok wins,from my understanding he was able to warp the Netherrealm into a more Earth-like state and fought a Raiden with the assistance of the Elder Gods in a fight that shook the Earth.
