Depends on how far into the series we're talking and the arena but without any information given I'd have to go with Gaara. He wasn't a Hokage for nothing.
Gaara without problems, he doesn't need to move or to use handseals to control his sand, the sand is faster than the shadows as we've seen in his fight against Lee and he even blocked the Raikage midair (Shikamaru had trouble catching way slower people). The sand blocked the Amaterasu after it was fired, Amaterasu works within an instant, so I've no doubt about the speed of the sand being greater than the shadows. Shikamaru on the other side needs to make handseals and to focus himself to use his jutsu, he can be easily interrupted by Gaara and then be Sand Coffined.
@arrowbat More information needs to be given. Advise updating the OP. Shikamaru is getting stomped in a massive mismatch otherwise. He needs time to think up those great perfect strategies of his, and Gaara is not going to give him that.
Shikamaru is not equipped to fight someone like Gaara. He is the worst kind of opponent. Gaara's attacks have a massive range. And not only that, but he doesn't need to move in order to attack.
Airbending > Earthbending, as seen in "The Blind Bandit" episode
Therefore, Temari > Toph
Toph > Gaara
~Shikamaru > Gaara~

1. Y r u comparing element power in atla to chakra nature in naruto? It doesn't work like that.
2. Airbending isn't more powerful than earth, toph just couldn't hit aang with her rocks bc aang was light on his feet using his airbending to kind of levitate himself off the ground. Toph could probably hit him if she wasn't blind, she couldn't in him in the blind bandit bc toph uses seismic senses, which allows her to detect her opponent's action and location but it doesn't allow her to see into the air.
