Sherlock's Hunger Games Tourney Sign Up

So i got this idea from NeXus' Street levelers play the hunger games thread and thought this would make a great tournament.That being said i am going to change things up a bit.
First off there will be only 8 Districts with two people in each making 16 people total.
To make things interesting for the first round there will two man teams,yes you and another viner will be teaming up.
The first 8 people to get in will be able to pick their district.The final 8 will have to join up with one of the people already in.
Team members will have to agree to work together IE If NeXus picks district 1 and i ask him to be on his team he can say no.Though if there is one person without a partner and only one district left then they will have to work together by default.(Dont be a jerk with other members if you dont want to team up or ill have to randomize it) 
Finally battles will be one District vs another.IE District 1 Vs District 2 not a free for all.
 

Character Selection Rules:

- Any fictional character is allowed if they meet all following rules.

- Considered street level.

- No physical stats greater than Spider-Man

- No durability greater than Tombstone

- No HF greater than Deadpool

- No weather based powers.

- No telepathy, Telekinesis, or other Psionic Powers

- No energy manipulation greater than Cyclops

- No Magic, Matter, Time, or Reality manipulation.

- No speedsters.

- No duplicating, multiplying, power absorbsion, or power stealing.

- No Deus Ex Machina Intelligence

- No forcefields granting durability greater than Tombstone.

- No tele- dismembering or dropping.(This includes porting objects into people one of my favorite loop holes)

- No phasing, misting or intangibility

- No pheremones.

- No Force Users

- No Possession

- No gear above street level (I will judge)
 
All characters have standard gear as well as anything you could obtain on the black market. 
You cant pick characters that are already chosen
I have the final say in everything.

What about a shapeshifter? If shapeshifers are allowed there at least 2 I can think of that would give them a very good fight.

Going with Blackarachnia, much better fighter and is faster. Comparable firepower but less Durability. Her strength and speed should be within Spiderman's. Not to mention a much better stalker than any other transformer, bedsides maybe Tigertron.

What can Blackarachnia do?

Well being a transformer she has moderate strength and durability.

She is an expert h2h fighter, and can go toe to toe with almost anyone except the strongest of transformers.

She extremely agile, and was one of the faster BW transformers, only cheetor was confirmed faster.

Her spider legs turn into machine guns plus she has a blaster.

Her strongest weapon is her intelligence, she is both a brilliant technician, and tactician. Nothing over powered, but she is one of the smarter transformers on her team when it comes to building technology. She is very cunning as well, often finding a way to play her friends and foes alike while having a way of making things look like she was either a victim of circumstance, or was only pretending to be disloyal, if she gets caught. She has shown to be capable of engaging more powerful foes in combat by baiting them into areas where she might have the advantage when she really should not have stood a chance. So she is very good with prep and on the spot tactics when needed.

She is also a great stalker, she can move around silently without being detected.

She can also shoot webbing to trap foes.

@Sherlock: Lol no i'm not kidding. Hasn't Tombstone's durability allowed him to survive an explosion from his building? And Grendel needs to be fully recharged to make his high end feats. Like being invincible. When he's mid, or low on power Batman was doing damage to him. beating him down with a metal pole.

and bullets will eventually shred him apart when he's Mid-level, low on power.

i don't expect ypu tp give me a high powered Grendel because

1. he's invincible

2. he's rarely ever fully charged.

i agree. and to even the loss of the adamantium out, Wolverine has a much better healing factor + is alot more agile and quick

He can take a sledgehammer from Dare Devil to the jaw full swing. He can take hits from Spider-man and is bulletproof.

Yea. Thanks slim, but i also remember seeing him take an explosion that was inside his office. Is that correct?
