If it's Shazam the wizard, he clears this with ease. 
If it's Captain Marvel, Silver Surfer could probably beat him.

If this was Captain Marvel, I could agree. If it was the Wizard Shazam, then he would clear it easily.

I say he stops at Thor and Herc.   They're better fighters and have shown strong tolerance to magic.  Also, Thor IS the God of Thunder and has complete control over Lightning.  I'm don't thing CM's lightening strikes could harm him.
