Shark Boy could win. He is very far beyond human. He ran a few miles and up a volcano in a matter of moments and bit through metal without much effort.

@matanui123: Damian is a well-trained assassin. the kid isn't even in his prime and is capable of taking out full grown people, let alone kill 'em. He has gadgets to boot. smoke, and explosives of the sort might not hurt Shark boy, but they will slow him down so Damian can get him
This all depends on morals. I can see Shark boy running up too Damian and biting his head off. Morals on, I can't see him doing nothing to Damian. Damian is better at H2H, I can see him winning.
