The Sharingan has no "reaction", as demonstrated early on in Naruto.

Sharingan at 3 circles is fast enough to see all movements that a person makes. At just 2 circles it can see through all genjutsu, chakra flow and some movements a person makes. Though they can see the movements, it won't help if they can't move to react in time. It's like say being able to see Flash run at you at full speed force, but it won't have much affect just seeing if you can't move fast enough to dodge him.
So to answer your question, the sharingan user needs to be able to move at least at the speed of the character you are talking about. If Sonic can run faster than the speed of sound. Your sharingan user needs to be able to do so to, else he is gonna get speed blitzed by Sonic.

your almost all right.. but sasuke wasnt as fast as naruto using the nine cloak for the first time.. but after he got his 3rd circle he was able to dodge everything and counter attack.. so the real answer is it depends on how far ahead of your oppinonent you can see.. sasuke could see far enough ahead of naruto to react.. when sasuke fought lee he saw him coming and he had his guard up but lee goes right through it.. in other words he couldnt do anything about it..

Sharingans don't predict the future unless you using that Itachi and Danzo stuff lol. You merely look at their subtle movements and react to them before they finish the movement. Kakashi was foiled by Haku and Zabuza after Haku realized this. Zabuza thought Kakashi could see the future during the water dragon thing, but Haku realized he can't. He only sees the start of the hand symbol and he immediately does his own hand symbol so it's a direct copy, but doing it slightly faster than Zabuza.
