i have to say its sephy
1.reach his sword is huge.
2.as much as i like akuma he cant generate more fireballs then genisis did in crisis core. and if he did sephy would block those too.

What about Shun Goku Satsu? I don't know about the twos speed difference. If they're roughly in the same category, Akuma would probably take majority fights.
