Like I said, he doesn't need to be tactical. He's a low-level Toon, which makes him a low-level reality warper. Even that allowed him and his opponents to change the very realities of their own battles with each other. People turning into coins, music making dragons and gorillas, even resetting reality itself, etc. DS can't compete with this. Even Ramona was a reality warper. Scott would turn his weapons into nerf bats and water guns.
@Nefarious:lets say the battlefield is an empty movie theatre, no prep, but scott sees deathstroke 30 sec before the fight and deathstroke doesn't see him, morals off? no restrictions, BFR only if one cant kill the other
