For starters,Ghost-Rider can not be defeated without extremely powerfull magic,even if Scorpion completely dominates him in hand-to-hand,GR will recover almost instantly.
 
 
Then you add the fact that GR`s hell-fire is extremely powerfull,able to harm the likes of Satan, his Penance Stare can take down Dr.Strange and is way stronger than Scorpion is.
 
Finaly,you remember Scorpion is a street-level,being defeated by Sub-Zero and Liu-Kang during the tournament,while Ghost-Rider ranks among the most powerfull heroes in Marvel, (a fact that Dr.Strange acknowledges)
 
Simply put,nothing in Scorpion`s arsenal can even harm Blaze,but GR has the power to easily KO,``kill`` or subjudge his opponent.
