TBH, I think Scarlett has more stamina vs Morgan Le Fay is far more cruel and experienced. I'd have to say Morgan due to beeing more ruthless.

Wanda still wins. She can change reality and control probability.

She has disabled Strange, disabled Doom, stomped Doom with a blast, stalemated Merlin, trapped Chthon, and blocked Wanda's magic. Not to mention Doom referring to her as the "grandest mystic of all time"

Morgan factually lost to Wanda in the 1900's when amped with the Twilight Sword, and Norm Stones, and saw so much capability in Wanda's power that she needed her chaos magic to warp all reality in Busiek's run. And this was simply 1900's Wanda who she required to bridge the gap between Celtic and Asgardian magic.

Even Doom, from all the sorcerers he's encountered, including Morgan, admits Wanda's powers are beyond comprehension, and Strange didn't even believe chaos magic existed. Morgan's definitely an accomplished sorcerer, but she isn't more powerful than Wanda based on her trying to obtain her power, nor does she have more options available when countering abilities like probability manipulation or reality-warping on Wanda's level. Wanda should win.

Keep in mind wizard Merlyn magic is strong enough to empower Captain Britian when he fought (I forgot the character name) took all the magical relics in Otherworld. He absorbed all the magic in Otherworld which is stated to be the source of magic and pan-dimensional.
