Scarecrow. He inspires fear. 
 
Joker inspires insanity. 

Scarecrow would be more powerful with the Ring. But Joker still is a better fighter and strategist 

Scarecrow has the advantage with the ring.

I am referring at the time Blackest Night occurred. Nero was dead, and so was Bats. During SCW, the ring indeed sought out Bruce before Crane. "

Scarecrow wins. Scarecrow is (obviously) a more natural fit to the SC Ring, seeing as it chose to deputize him during Blackest Night, and although not trained in the usage of it, he is more experienced with it than Joker.
