plus scarecrow used his fear gas on joker and it had no effect which means his primary weapon would be rendered to useless

As cool as the Joker is, I'ma go with scarecrow. As said before the Joker is insane, so just imagine what a hallucinogen would do to his already twisted mental state. That . . . and scarecrow supposedly know's the skinnymahns kung-fu.

Scarecrow has used his gas on Joker. It worked for about a half a second before Joker asked him if he had any other flavors, then beat him brutally with a chair.

Scarecrow is to weak he doesnt believe in fighting the only way he could win is if he used henchman and thats not aloud. Jokers just to perfect of a villan to be defeated by scarecrow. Joker would bitch slap scarecrow with a rubber chicken for the win.

Joker beats up Scarecrow like he owes him money easily.

However Scarebeast would destroy Joker easily. Scarebeast is a tank, and Joker in this instance would be considered a small automobile that can't even scratch the tank.
