Scar, but I wouldn't say he stomps. He wins because he's fast enough to dogde or destroy Bolin's bending and explode his brains. But Bolin can hold him off long enough with lavabending for this not to be a stomp.
By the way, you should start putting starting distances in these. It could change the outcome of some battles.
Scar has metahuman level speed and reflexes combined with a ruthless nature and powers that basically counter anything Bolin could ever throw against him, Scar wins 10/10.
Scwr wins. Too fast, better fighter, and way meaner.
Outside of reactions, which won't mean much considering Bolin can utilize AOE based attacks, which speed does he Scar really exceed Bolin in, and by how much? Also Scar is only a better fighter in melee range; mid and long range belongs to Bolin.
