This fight would have to take place within the Matrix for Neo to stand a chance. Inside the Matrix, even the Hulk can bend the rules. Since the Hulk already knows he can do crazy things his actions are only amplified inside the Matrix.

there is no limit to his strength or speed, if he needs to be faster, he is, if he needs to be stronger, he is, nothing hurts him... sure his hand was bleeding but it hardly slowed him down at all
Even when he was shot and killed he rose from the dead. so in a battle to the death, he can't really loose because he can't really die
But then again, the hulk is pretty invincible himself, on second thought, I think this fight would go to a stale mate

I think he means that whereas Neo learned to do what he can do by accepting that he CAN do it, i.e. by recognizing that the laws of the Matrix are merely codes, he could break and rewrite those codes on the fly with his mind, changing the physics of the world around him. He learned to do this merely by realizing that he could. While Trinity and Morpheus also recognized this, they lack the innate connection that Neo does with that world, so they can only bend the rules.
Now what he means by Hulk getting amped is similar: Hulk already knows and recognizes that he can do crazy stuff in the real world. Since he recognizes this, the physics of the virtual world mean nothing to him, because those of the real world are equally nonexistant: If he needs to be stronger in the real world, he gets angrier. He knows how to get stronger already, and in the Matrix, knowledge truly IS power. Humans like Trinity don't have that knowledge so innately, hence why they can't mimic it, even if they know that it can be done.
All that rambling aside, I'm not going to weigh in on either side of this debate.
