Sandman from Spider-Man 3 was pretty powerful, but a well placed thunderclap should end this.

Now depending on the location of the fight, Sandman might have a better chance

What good is the thunderclap going to do? Sandman would just reform.

Stalemate, either that or Sandman gets smart and invades his lungs and waits for him to suffocate.

That is assuming this is not the version of Hulk that seems to adapt to survive, or is sustained by radiation alone.
